I saw it as Wal-Mart being a smartass in response to those assclowns that like to get in those lines with 20 or more items. Kinda like "15 is this many... you dumbasses."

Don't get me wrong, I couldn't care less how many items someone takes into that lane. UNLESS I AM BEHIND HIM.
